Let's say the first table is in A2:B18252 (with headers in row 1).
In D2, enter the formula
=UNIQUE(A2:A18252)
In E2, enter the formula
=TEXTJOIN(";"; TRUE; FILTER($B$2:$B$18252; $A$2:$A$18252=D2))
Fill down.
