Share your workbook

Hello, 

Sorry for the basic question. I have an excel SharePoint file which I am sharing with multiple people in my organization. I edit the permissions in share, people inside my organization, and allow editing. 

However, we keep receiving messages that someone (inside our organization, registered with the mail) requesting access to the file. 

Every time I open the workbook and try to select share the "preselected" option is "Specific people" instead of the previously selected "people in my organization". 

I think it might be because the document is inside a folder that only specific people can view. Is there a way to solve this?
