Looking for a formula for percentage
Looking for a formula to get the percentage for this situation. Any ideas?

Your screenshot does not show the row numbers and column letters.
Which cell contains the number 1254 (Base Capacity for Belmont Ridge MS), for example?
the items in column d2 are empty by the way those where from last years numbers
Select cell D2.
Type =C2/B2
Press Tab or Enter to confirm the formula.
Select D2 again.
Double-click the fill handle, that is the little square in the lower right corner of the selected cell.
This will propagate the formula to the cells below.
