Just tested on my Windows machine and it looks like edge://flags/#edge-vertical-tabs-hide-titlebar still needs to be enabled for the new option to show

The hide titlebar option is on the Appearance page in Settings.

      I think you need to enable the experimental flag first, then the option will be there.
