Using Azure to translate website content

Hi, I am very new in this, I was able to read through Localize your website with Microsoft Translator - Microsoft Tech Community but I don't understand where to run the code that was added in the end??

I have an MVC/C# web app and I want to translate some views using Azure translator. I already have Azure subscription and I already created a translator resource.
