Use dynamic group membership to control which users can be added to a Team

Is there a way to use dynamic group membership to manage which users can be added to a Team? For example, I want a Team's owners to be able to add and remove members to a Team if they belong to a specific department but prevent adding users outside of that department. Another use would be to limit who can be added based on their membership in another group.
