SCSM 2019 - scope users by global operators group greyed out

Hello. I am trying to limit the assigned to users in an incident by adding users to the global operators group in SCSM. I can see my members are in the group, but when I open an incident template to check the "scope users by global operators group" box, the box is not selected and greyed out. It is like this for all incident templates. Anyone know what might be going on? We are using SCSM 2019 - version 10.19.1035.0. Any help would be greatly appreciated. I am attaching pictures of what I see.
