Passwords Write Back with Passwords Never Expires

Kindly need to know if there is conflicts in the below case:

We enabled passwords never expires and passwords write back with Self Service Passwords Reset (SSPR).

How it will work in a hybrid environment, from where the user's password will take the policy?
