Hi,
Is there a way to give the power to some users to only add/remove licenses of a specific product?
In our organization we have Exchange Online, Skype for Business Online and Project Online.
Who manages Project Online is a different group of users and (as we don't want people messing with user accounts) didn't add them in the User Administration role. So, whenever they need to assign a license to a specific user they need to send an e-mail asking for us to do it.
It would be much simpler if the product admins could add/remove the product licenses.
Any solution for this at the moment?
No way to do this with the built-in tools, if you need it that bad you can look into some 3rd party tools (meaning spend some $$$).

That is how the Azure AD is designed, so for short: there is no out-of-the-box solution for this.
However, one could create an app which would assign a license for the given user. Access to this app would then be given to only product admins. To my best knowledge, this is the only way to achieve the scenario.
