That's a question we seem to get a lot, and not just for SCVMM but for just about every product we support. Permissions can be confusing and to be honest, it's not always obvious what the proper rights are even if you know they're somehow messed up. Well thanks to Jonathan Jordan you'll no longer have to worry about what permissions are needed and where because he's written a great post over on his personal blog about the required permissions and how to verify what's currently in effect.
