R2 was really focused on self-service business intelligence for reporting and analysis, and as I mentioned in a http://blogs.msdn.com/mattm/archive/2009/11/12/something-new-for-ssis-in-sql-server-2008-r2-november-ctp.aspx , one thing changed in SSIS was improved support for SQL Azure with the addition of a Bulk Insert mode for the ADO.NET Destination.
