Hello The_Exchange_Team , I echo Joshua Bines' concern, slightly differently: How are we going to manage recipients where the sole purpose of the last on-premises Exchange 2016/2019 server is recipient management?
Can we have some guidance please for these scenarios, from a technical and licensing point of view:
1. AD sync is in place. The last Exchange 2016/2019 server has been removed, using the management tools instead, as per https://learn.microsoft.com/en-us/exchange/manage-hybrid-exchange-recipients-with-management-tools Do we need to upgrade the management tools after October 14 2025?
2. AD sync will be implemented after Exchange vNext is released. Can the management tools be installed in an environment with no Exchange server at all?
3. Will the management tools be made available separate from the full Exchange server, so that cloud recipients can still be managed in a synched environment without having to buy SA to get the installation files?
4. Can a system be retrofitted with the management tools where there is no on-premises Exchange server and AD sync is enabled? (saw this way too many times)
