Is it correct to state that OWA uses the same scheduling technique for single appointments that outlook does – that it relies on the user's clock, local time setting – and DST adjustment setting to calculate the UTC time for the meeting?

A: It depends.  The rich OWA client uses the client OS clock.  The basic OWA client relies completely on CDO for its interpretation of the time.
